fa ارزیابی فضای کسب وکار صنعتی ایران در حمایت از بخش خصوصی با رویکرد کارت امتیازی متوازن پژوهشي Research <p align="right"><span lang="FA" dir="rtl" style="FONT-SIZE: 11pt FONT-FAMILY: Nazanin mso-bidi-language: FA mso-fareast-font-family: 'Times New Roman' mso-ansi-language: EN-US mso-fareast-language: EN-US mso-ascii-font-family: 'Times New Roman' mso-hansi-font-family: 'Times New Roman' mso-ansi-font-size: 10.0pt">وجود نظامهای دقیق، جامع و معتبر مدیریت عملکرد، بعنوان یکی از شاخصه­های توسعه یافتگی سازمانها و جوامع، مرهون و نیازمند فراهم سازی زیر ساختها و الزامات ویژه ای است که خصوصا در سطح دستگاه­های دولتی، ایجاد، حفظ و گسترش آنها محتاج برنامه ریزی، عزم و حمایتی گسترده می­باشد. در این مقاله هدف استفاده از یک رویکرد تلفیقی از تحلیل سلسله مراتبی فازی و کارت امتیازی متوازن برای ارزیابی فضای کسب و کار صنعتی در ایران می باشد. در بخش نخست وضعیت موجود و مطلوب فضای کسب و کار در ایران بررسی و در ادامه نتایج مطالعات موسسه مطالعات اقتصادی براساس مدل کارت امتیازی متوازن در چهارجنبه؛ مالی، مشتری، فرآیندهای داخلی، و رشد و یادگیری دسته بندی و تحلیل می­گردند. شا خص های استخراجی پس از تحلیل وضعیت موجود فضای کسب و کار ایران و چالش های پیش روی این بخش، با تحلیل فرآیند سلسله مراتبی فازی وزن­دار گردیده و متناسب با آنها راهبردهایی برای توانمندسازی بخش خصوصی با نظرخواهی از خبرگان طراحی و 62 راهبرد کلان شناسایی و سپس جهت انتخاب موثرترین راهبردها از روش </span><span style="FONT-SIZE: 10pt FONT-FAMILY: "Times New Roman" mso-bidi-language: FA mso-fareast-font-family: 'Times New Roman' mso-ansi-language: EN-US mso-fareast-language: EN-US mso-bidi-font-family: Nazanin mso-bidi-font-size: 7.0pt">TOPSIS</span><span dir="rtl"></span><span dir="rtl" style="FONT-SIZE: 10pt FONT-FAMILY: Nazanin mso-bidi-language: FA mso-fareast-font-family: 'Times New Roman' mso-ansi-language: EN-US mso-fareast-language: EN-US mso-ascii-font-family: 'Times New Roman' mso-hansi-font-family: 'Times New Roman' mso-ansi-font-size: 9.0pt"><span dir="rtl"></span> </span><span lang="FA" dir="rtl" style="FONT-SIZE: 11pt FONT-FAMILY: Nazanin mso-bidi-language: FA mso-fareast-font-family: 'Times New Roman' mso-ansi-language: EN-US mso-fareast-language: EN-US mso-ascii-font-family: 'Times New Roman' mso-hansi-font-family: 'Times New Roman' mso-ansi-font-size: 10.0pt">جهت اولویت بندی استفاده و با نظرخواهی در نهایت 16 راهبردکلان انتخاب گردید. متناسب با راهبردهای فوق راهکارهای اجرایی و عملیاتی با مصاحبه با خبرگان و مطالعات کتابخانه ای استخراج و به علت حجم بالای این راهکارها جهت شناسایی موثرترین راهکارها، خبرگانی از سازمانهای توسعه ای وابسته به وزارت صنایع و معادن انتخاب (در مجموع 30 نفر از هر سازمان 5 نفر) و با طراحی پرسشنامه­هایی مهمترین راهکارها با بیشترین جامعه آماری و قابل اجرا که در مجموع 64 راهکار کلان بوده، انتخاب گردید.</span></p> <span style="FONT-SIZE: 11pt FONT-FAMILY: "Times New Roman" mso-bidi-language: FA mso-fareast-font-family: 'Times New Roman' mso-ansi-language: EN-US mso-fareast-language: EN-US mso-bidi-font-family: 'B Mitra'">The aim of this paper, using a combination approach for fuzzy hierarchical analysis and balanced score card to assess the business climate in the industry in Iran. In the first part of the situation and favorable business environment in more reviews and Economic Intelligence Unit the results based on four aspects of balanced score card categories are analyzed. Indicators extracting fuzzy hierarchical analysis process has been weighted in proportion to their empowerment strategies for private sector survey design experts and 62 major strategies to identify and then select the most effective strategies to prioritize TOPSIS method used and finally 16 poll Grand strategy was selected.
